English Councils Plan to Sell Off Community Hubs and Sports Centres to Manage Finances

Based on a latest poll of municipal councils, UK councils are planning to offload community centers, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Increasing Financial Challenges Prompt Asset Sales

A coalition of councils for major urban areas in England stated that 60% of local authorities are planning to sell assets to meet the escalating costs of social services for vulnerable individuals.

Councils have previously faced criticism for disposing of playing fields and open spaces to support their finances, but they argue they must continue to generate essential revenue from asset sales or face insolvency.

This coalition noted that a significant number of councils attempting to generate funds from a quick sale of assets represented “a clear change from 2024, when the majority (60%) of municipal officials said they would focus on restructuring services and utilising financial reserves to weather growing fiscal pressures.”

Detailed Cases of Planned Sales

Medway Council in Kent said its asset disposal plan included the disposal of a shopping centre in a local town and a community venue in another town to generate 20 million pounds over the next half-decade.

  • A local golf course and business parks owned in Worcestershire and Suffolk, which all generate rent for the authority, will additionally be sold under the plan.

Council Tax Rises and Wider Fiscal Pressures

This research of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will have to raise local levies next April to address the growing cost of core provisions, increased rates of homelessness, and a persistent housing shortage.

Medway council said it will proceed with property disposals after sharp increases in the cost of children services, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are adopting innovative approaches but some of these require time to achieve both improved services and financial savings,” stated a council leader.

He added: “There are population challenges which will persist to increase the strains we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

National Trends and Projections

A survey of county councils recently further found council budgets being stretched by the increasing figures of children and adults needing special educational assistance.

A network of councils said that council deficits will hit 4.4 billion pounds a year by 2029, as they grapple to cope with rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until next year after a white paper setting out those changes has been postponed.

Disadvantage and Financial Shortfalls

Based on the latest indices of deprivation (IMD) for UK local authorities, several participating urban areas were included in the most deprived in the country.

  • “Member cities like several major towns place in the top 30 nationally under the latest deprivation indices,” said the report.

“While only a single urban area is among the top 10 for deprived neighbourhoods nationally, cities are far more likely to be in the most deprived fifth of the nation. The figures highlights the scale of challenges confronting municipal officials across major urban centers in the next twelve months,” the report added.

“Local government leaders have been explicit about the need for a equitable and lasting funding system that accounts for and responds to the real levels of disadvantage and demand,” said Michael Mordey.

“Without this, councils will continue to face difficult decisions around which essential services to allocate spend to, and which to cut, to the disadvantage of their residents.”

A fifth of local authorities have cut or compromised social care provision in the last year, the survey found.
