Congressional GOP Embrace Trump's Proposal to Overhaul Affordable Care Act

US senators are meeting during the weekend for the initial time since the government shutdown began over a month ago, but expectations for a cross-party deal on how to end the impasse appeared to recede as Republican senators proposed a plan unacceptable to Democrats: eliminating the ACA, called Obamacare.

Deepening Impact of Government Shutdown

The impact on US citizens from the lengthiest closure of the federal government in history worsened on Saturday, as federal workers went without pay, airlines were forced to cancel flights and SNAP benefits have been postponed for 42 million Americans.

Trump's Proposal from Florida Resort

As Saturday's session got started, Republican senators embraced a proposal made on social media early Saturday by Donald Trump from his golf course in West Palm Beach, for subsidies to be substituted by HSA-style accounts.

"I am recommending to Senate Republicans that the Hundreds of Billions of Dollars currently being sent to profit-driven Insurance Companies in order to save the bad Healthcare provided by ObamaCare, BE SENT DIRECTLY TO THE PEOPLE SO THAT THEY CAN PURCHASE THEIR OWN, MUCH BETTER, HEALTHCARE," Trump wrote.

Republican Endorsement

Several Republican senators praised the plan, which is similar to a replacement for Obamacare proposed in 2017.

"We will replace this failing program with something that is actually better for the patient," one senator said.

Another senator praised Trump's suggestion on online platforms, and stood next to a large print of Trump's post as he addressed on the Senate floor.

"I'm writing the bill right now," a third senator wrote in reply to Trump's suggestion. "We need to stop public funds from going to carriers and instead give it straight to Americans in HSA-style accounts and let them buy the medical coverage they want."

Opposition Reaction

Opposition senators shared alarmed reactions to Trump's proposal.

"In other words, Donald Trump's 'concept of a plan' for health care is yet another cynical attempt to eliminate Obamacare," one Democratic senator commented. "It's the same failed Republican plan that's been defeated by voters and Congress."

Another lawmaker reacted to the censure of insurance companies by posting: "Well, Trump and the Republicans can't stand how the large insurance companies are ripping-off Americans. Seriously? In that case I welcome your support for Medicare for All."

Continuing Talks

The Senate went into recess without reaching a solution, but Senate Republican leaders have signaled an openness to an developing plan from a small group of moderate Democrats to terminate the shutdown in return for a future vote on the ACA subsidies.

One Democratic senator, who is spearheading the talks among moderates, said that Democrats "need another path forward" after Republicans rejected an proposal to restart the government and continue the payments for a year.

Another leading Democratic senator persisted in maintaining that Republicans should accept a one-year extension of the payments before discussing the future of the subsidies.

"Inaction is irresponsible because people will go bankrupt, people will lose insurance, people will get more ill," the senator said in a floor speech. "That's what will happen if this Congress does nothing."

Political Situation

Not one of the Republican senators seemed to grapple with the fact that consumers would still need to buy coverage from the same insurance companies, or that Republican legislators need the support of eight Democrats to restart the government, and the idea of eliminating and substituting Obamacare with HSAs is unlikely to earn a single Democratic vote.

Some analysts suggested that the core of such a plan would eliminate the ACA's requirement that carriers cover patients with existing health issues.

After his resort visit, Trump returned to his residence and doubled down on his insistence that Republicans stop seeking agreement and try instead to eliminate and replace Obamacare with a iteration of the plan that failed to secure enough backing in 2017.
